Chief Justice John Marshall wrote, "The people made the Constitution and the People can unmake it. It is the creature of their will and lives only by their will." Cohens v Virginia 1821
1. Read the Preamble of the United States Constitution. (Find a copy online.)
2. Consider the events that followed Hurricane Katrina's devastation of the Gulf Coast states of Louisiana, Mississippi, and Alabama.
How are Justice Marshall's words exemplified by these events? Be specific. Give examples.
